This is a fully revised edition of the key reference work on bunkers, completely updated to reflect the latest technical, regulatory, and environmental changes in the marine fuel sector.

This fourth edition of Bunkers provides updated and comprehensive information about the technical aspects of bunkering. This edition does not include a legal section but instead marries the practical elements of bunkering with the highly topical and important environmental issues of today, from trading within ECAs to embracing abatement technologies.

Clearly some technology has not changed since 2004, such as refining and basic fuel handling and treatment and some test methods. For completeness, these fundamentals have been included in this edition, along with the many changes and new developments in fuel specifications, environmental matters, contaminants, testing technology and quantity determination.

This book discusses the future uses of different types of fuel, their availability and prices, how regulations will change and how laboratories will analyse this changing mix.

More stringent environmental regulations, price volatility and the dramatic slow-down in world demand for goods moved by ship has occurred while there has been an unprecedented increase in the world fleet, and this new edition comprehensively covers the cost implications of all these factors.

Credit risk assessment and ship arrest for non-payment of bunker bills are covered, as are market developments such as the impact of slow steaming and the increasing interest in alternative fuels such as liquefied natural gas, bio fuels and even nuclear.

The authors hope that with a better understanding of the complex issues involved with bunkering the number of disputes and claims can be reduced or handled in a more efficient and professional manner. The market and environmental sections should be of interest to the bunker supply industry, shipowners and charterers, especially those involved with planning and ship design and future operations.

Chris Fisher

Stephen Hodge, a chemist, and they wrote Fisher & Hodge on Bunkers. This was the first technical book devoted to the subject.

In 1987, Chris joined Det Norske Veritas Petroleum Services (DNVPS), which had pioneered routine marine fuel quality testing and at that time tested some 20,000 samples a year. In 1990, Chris moved with his family to The Netherlands, where he set up a new fuel testing laboratory in Rotterdam for DNVPS. The business of fuel testing grew rapidly in this period and by 1996 DNVPS was contracted to test around 50,000 samples a year. In 1994, he joined up with Jonathan Lux and they produced Bunkers.

Following his interest in laboratories and all aspects of liquid cargo loss control, he joined the Inspectorate group of companies in 1995, as Director of their Northern European companies in The Netherlands, Belgium and Germany. He quickly established a new dimension to Inspectorate – Bunker Claims – which focused on providing laboratory and technical services to those involved with bunker disputes. Between 1995 and 2003, he attended many arbitrations and court hearings as a technical expert.

During 2003, Chris decided to end his period in the inspection business and he and his family returned to England where he established his own company, Bunker Claims International Ltd, once again providing expert opinion in court and arbitration hearings on bunker matters. He also visits ships to investigate engine damages and bunker problems. Chris enjoys teaching and spends as much time as he can giving lectures and attending training course workshops. He is a fellow of INMAREST and  past Chairman of the International Bunker Industry Association (IBIA).

Robin Meech

Robin Meech is Managing Director of Marine and Energy Consulting, an independent consultancy established in 2001 focusing on the marine industry with an emphasis on the transport of energy. He has a particular interest in the bunker sector. He advises companies on environmental issues, forming alliances, purchasing strategies, organisation, new business ventures, credit insurance, logistics, IT systems and e-business.

Robin has undertaken a number of assignments for the Major oil companies, suppliers, purchases and service organisations related to marine fuels as well as for the national oil companies, the EU and IMO. After two decades of pursuing lower sulphur emissions from shipping he is now immersed in the de-carbonisation the marine sector.

He has been a director of an independent tanker company where his responsibilities included managing the purchasing of bunkers.

He is co-author of the book “Bunkers – An analysis of the Technical and Environmental Issues”. He is a past chairman of the International Bunker Industry Association (IBIA).
